I´m pretty sure only the government can see what is going on, and they probably think that the tech could still be useful in warfare if THEY can be the ones to utilize it. As for Reaper 2.0. also being dangerous and being eliminated. The laser would also kill him when it launches. Also the scientist guy said that due to the increased strength his lifetime is limited to 3 months with no risk of exploding. So Reaper 2.0 is "only" a limited threat since he will die in 3 months no matter what. Things are coming to a climax and are getting really intense now. I love that the class managed to pull the infiltration of the mountain off so easily. They have all really grown so much in their time with Koro Sensei.
