22:22 Remember that Luffy was guided to the execution platform by the wind that carried his hat. Do you think Dragon was the one who used wind to guide him there? Remember how the storm appeared when Dragon was introduced? How the lightning struck at the right time to save Luffy? How Smoker mentioned that the wind as leading straight towards the grandline? Also Dragon said "The world is waiting for our answer.". So you can assume he is with or represents a group/organization and that their impact/influence is global. None of these are spoliers, I'm also not confirming nor denying anything, these are just common theories that make sense at this point in the story.
