The problem is the studio is basically just copying manga panels straight up and animating flapping lips and throwing a colored filter over it. A proper adaptation would add atmosphere and a sense of pacing even to parts of the story with a lot of yapping. J.C. Staff has done some good stuff in the past, but for some reason they were given a budget of two bits of string and a whispered secret, and this is the result.
