I think the main point that you missed is that the dad is not just going overboard, but he is getting his tips from Kim who is much younger and is giving him ideas based on what she would like, not what her 16 year old sister would like. I mean, even the guest list was heavily little kids Kim's age. It seems like every year Kim gets 2 birthday parties, her own, and her sister's, and the dad is just to oblivious to the fact that Chleo is a teenager and Kim is selfishly manipulating him.
