I feel like Arthur prevents him from being worse a lot though. Like I think just his love alone for Arthur even though he rarely shows it plays a huge factor in his decision making.

Uther kissing the troll was gross, but he still deserved that to happen. But one interesting thing this episode showed. Uther is, despite his many... MANY flaws, a decent king for his people, when magic isn´t involved. He cares for his subjects and doesn´t starve them. Being enchanted by the troll showed us that he could be much worse.
