Yes they said Morgana´s father died in battle because Uther didn´t send reinforcements to him. And I don´t think that´s a lie. If he died due to a freak magic accident with Morgana I doubt Uther would have taken her in. He probably would have killed her. I think the dragon just refers to her as a witch as a derogatory term. She has magic and that´s it. It´s not something specific about "witches" I don´t really understand Gaius´s reasoning to hide it from Morgana either. I mean, yeah sure it´s dangerous. But I think she is selfaware enough to know that she has to hide it. And yes she is close to Uther. But Merlin is the prince´s servant and also right under Uther´s nose and he is allowed to be there and use his magic in secret etc.
