Vex came back because the Raven allowed her to be brought back. So I guess Kash did something, but mostly due to Vax it worked. Also they didn´t know that Vax did something, so they just rolled with the idea that Kash´s resurrection rite was successful. We didn´t tell you she was fine because she WAS dead. She got resurrected, but if something like that happens again in the future it could not end that well. And it obviously still had consequences. I assume they will go into more detail about what happened with Vax. And what it will entail. But just the basic information you should be able to gather from the episode. He is now connected to the Matron of Ravens. You can kinda compare it to how Pike follows the Everlight and the Briarwoods served the Whispered One. Especially the Briarwood comparison is fitting. The Whispered One saved Sylas (and made him a vampire) and in exchange both of them served him.
