Because they aren´t that close etc. As for pronounciation. I would say Tsu-Kasa. And I agree, he is intrigued by her because she is a "weirdo". She isn´t trying to "force" a relationship with him and hang out with him just because he looks good. In fact she tries to avoid it as much as possible, and while she is a bit rude about it that makes it easier to interact with her, since her primary motive isn´t to get close to him.
