The scientist guy was just frustrated and started to lose hope. He can´t figure out a solution and he just randomly ran into that shaman. And he gave him that piece of paper as a "solution" which is just some generic bs shamans and fortunetellers etc do. So he didn´t blame him or anything, he just cried because that would obviously not help him either and he is running out of ideas.
