I felt the same way, but I love how they explained her backstory in Queen Charlotte so you kind of start to understand a bit why she does the thigns she does.

She knew how Kate and Antony felt about each other and every step of the way continued to tell Kate to kill her feelings and continued to push Edwina toward a man who doesnt love her, essentially telling Kate that Edwina is good enough to marry the Viscount even though he does not love her and Edwina is smitten and wants the life that his money and title can provide her, but Kate is not.
