Oliver is not stronger than Mark he always holds back to not kill. In the comics Oliver actually didn’t wanted to kill the Maulers he just couldn’t control his powers at all and it actually makes it seems like an accident they switched it in the show and also when Oliver asked mark that if maybe dad was right Mark answered Sometimes…….
