4Tier / 5Tier reward introduce

- 4Tier and 5Tier are the patronage of the charging way.
- It will be charging once every 2 months, including the day you starting patronage.
- If you have participated in the 4 Tier or 5 Tier before, I will notify you of the rewards
notice through a message.
- If you don't like reward about 4Tier and 5Tier, please make sure to point out.
I'll go over it later.

2019-08-28 10:32:47 +0000 UTCI dont get it. If I put 4 or 5 dolars am I getting charge any month or 2?
