man made emp threat is probably vastly over exaggerated. cyber/electronic (jr. emp's) attacks on the grid and economic infrastructure (think L0PHT in the 1980s for China and Russia today since they haven't invested in hardening to the degree the US has. The citizens of a nation would rapidly riot or starve). And think fuel-air bombs (eg moab before the USG started insisting it's a conventional bomb) and kinetic kill impact weapons (eg Rods from God or hypersonic missiles) with the force of tactical nukes are the new norms of war. you can mimic the effects of a nuclear weapon without the radiation and political stigma. the same goes for the mini-emp weapons like those used in the initial stages of the invasion of Iraq by the US. All the effects of a tactical nuke but on a localized series of grids without any political stigma. beyond that, yes. the us can cripple china and russia economically if not militarily using economic means. the core difference is that us doctrine in the first few weeks of a global conflict is centered around satellite guided weapons and communications. china and russia, on the other hand, are traditionally more willing to lose soldiers and drop tons of dumb bombs to achieve the same core objectives. it will be quite curious to see how the future of proxy wars adopts cyberwarefare against civilian electronic grids and economic infrastructure using paid contractors for plausible deniability and to avoid laws of war.
