No, it's not triple jeopardy—he already served time after double jeopardy (being sentenced twice for the same crime). This time, it's for something slightly different that authorities charged him with after the 2014 Umbrella Movement.
Don't worry, Hong Kong courts are totally independent, and this is definitely not a CCP-influenced political decision. Hong Kong just realizes it needs to keep dangerous criminals off the streets.
