Honestly one of the things that I'm most curious about this series is how you're going to keep Harry as someone that should be listened to and respected. While the runes were a nice touch and lay the groundwork for people to consider runes powerful and not just evil when or if Death Knights becomes a thing he still doesn't feel like someone that will be able to affect changes. I know that will change as he continues to travel, train, learn, and befriend new people but I hope to see him become someone that is considered one of the strongest beings in the world. That's why part of me wonders if Harry isn't just a chimera with three forms but if he might be more of a blue mage type of person where if he can defeat a powerful magical being by himself then he will be able to turn into that creature and with enough training and control incorporate it into his being and other forms. This is how I imagined he was able to perform a partial transformation with his Phoenix side and take on the appearance of a male harpy. Which is why I imagine that in order for him to become a dragon he's going to have to beat and kill one in combat by himself. The other part of the story that I'm hoping to see is Harry figuring out how to change the age that he appears after being reborn. While it will be hilarious to see a 13 year old Harry being able to decimate people magically I worry about what it means to be that age and size. As eventually he's going to find people that he loves romantically and while he is not 13 mentally it could still be weird interacting with people when he's that age. My other worry is that at that age his body is physically and magically not able to deal with situations; as I don't see him being able to wear normal armour or wield a sword and magically I find it unlikely that he would be able to cast advanced magic (like the idea of a level 3 wizard vs 16 wizard in D&D). But even if he does learn how to control the age that he's reborn I would not want him to stop aging like a human as I personally think that's something that will keep him in tune with races that are short lived (in comparison to elves and dragons who feel functionally immortal) and I feel it will keep his spark of humanity and desire to protect strong.

An excellent addition. Two minor points. One, at least once you called Versera and the other dragon blues. Two, you mentioned the Taurens finding weapons in the valley, which doesn't make much sense with only Harpy's having been there. Given the no hands thing.

Took this long to find time to read this latest chapter and it has been great. Just a little confusing when you seem to switch Versera and her friend between green and blue dragons a couple of times.
