Dies the scenario recommend which charters to assign first? Having two pilots and no one who’d be part of the EVM reduced some dramatic opportunities.

Some of the agencies continued to experiment with mythos shit, despite the change in leadership. Everything is top secret and there is littler accountability. Also, we don't know when the satellite was put into orbit, so perhaps the Program decided this was the best way to minimize the satellite's threat.
