He didn’t break his emotional inhibitor because of love, he hadn’t activated it to begin with until Clara did it for him. Then when he was emotionless, the Doctor was trying to say that the reason he didn’t hurt Clara was because love isn’t an emotion, but rather a promise so it’s more of a constant oath, which I can respect as a sentiment from Moffat.
