Quillian Concept: Holton Dekappa the Old Headmaster of Tikalumba

I chose kappa because japanese yokai can be so mysterious for sure, a perfect choice for a second important role other than the chief/ chiefess.
He's also the headmaster of the tickle academy, Tikalumba, in the Featherquill. (Please don't ask me why i name it like this.. i just found the name cool. XP )
If you want to graduate, fine, just tickle him and make him laugh first. :P
The tricky part is.. he's super ticklish, but he knows how to endure it... so you have to be really good at tickling to make him laugh. :P If you can't make him smile a bit, sorry, you'll have to study for another semester. ;3

I also loooove the concept to must make him laugh fir git our licens grade, especially the fact he is very ticklish despite he look so tough, make him a "easy target" at first before well see he resist so much X3 That will push you to try hard hehe... definitivly a challenging target however... does he'll resist to Luna's ice feathers rubs between his webbed toes huuh ? Or at my feeling-word "Sensitive&ticklish" ? Even if I think you can't use other method than what the academy propose you X3...
