I needed that Ivankov moment at the end, because, damn, that was harsh. I still can't believe that back in the day I used to not like Kuma at all. Thought he was weird, and didn't like what he did at Shabondy (which was my last/strongest memory of him, since I stopped watching around the timeskip until I picked up One Piece again recently)... man.

However, they are a select group with superior status, power and authority (hence why garling was able to execute one of the celestial dragons). They're basically like an internal police force (so they do protect celestial dragons too, despite being higher in status).
