Yeah, the pacing for the first three episodes has been really weird, this episode suffering the most. It's odd, considering how much content they have to adapt this season, even if we ignore that it's still really slow by Fire Force standards. Season 1 adapted about 90 chapters, in total in comparison to these episodes, averaging 3 chapters an episode. They also pretty significantly cut the start of the Joker and Shinra vs. Burns fight. My best guess is that they are rearranging stuff in favor of higher priority episodes.
