And most countries in OP are part of the World Government, which means they acknowledge the Marines as the topmost executive force to enforce the laws of the World Government in their territory. Basically that means the Marines don't really need too many strong individuals, because people/ governments usually don't give them shit and on top of that they have authority over the seven warlords to deal with pesty pirates and stuff.
