Rimuru hasn't made his final farewells to the children yet. It'll be obvious when he does. I've never heard anyone else say that everything seems to be too quiet, an astute observation, mostly people just say they're setting the scene for later in the season or for action. Your thoughts place a more ominous tone on what just seems like world building. They are trying to backfill things that would have happened the first time around before Rimuru left Engrassia. But the buildup is there, as you have seen. The impact will be greater. I've heard it said it's because they didn't know there'd be a second season.
