Captain John's Corpse was one of Moria's Special Zombies, so the armband/map was likely picked up by Moria when looting Captain John's grave. The strawhats then got it after perona loaded all treasure on Thriller Bark onto the Sunny.

Obviously Mr. 3 was one that didn't get saved, but it's interesting that the manga showed the fates of these characters but the anime gives you no hints about who might or might not show up at impel down
