In regards to Luffy's decision at the end, I think Iceburg's line earlier combined with what just happened to Usopp is key there. The "and you call yourself a captain" cuts pretty deep in that regard. As a captain Luffy is responsible for his crew and their safety and endangering everyone traveling on a broken ship is something he might happily risk for himself but his own recklessness is also putting the others in danger. And them being reckless with the money is another reminder. Usopp actually asked Luffy earlier to keep an eye on him, and yet he gets beaten up and robbed while Luffy is jumping around elsewhere.
