You basically get to experience something that someone else experienced down to the smallest detail of how it felt emotionally. So it's not a video game, it's a first person perspective of something that actually happened. The big guy shot the cops and then got killed. This experience was recorded by his system and then someone got their hands on the recording and started selling it to adrenaline junkies. By pure coincidence his mom was the medic at the same scene and its implied here she stole the implant of the dead guys body
