It was probably made up along the way. If the author had thought of the weapon earlier, she would've used it earlier as well like when they were captured. An opportunity arose to give Nami a 1 on 1 fight or perhaps the magazine demanded that she got a proper fight... and so he gave her a weapon and came up with a little backstory for it. I do think it's an amazing weapon though and easily a top 10 unique/most original weapon in all of anime.

XD I guess she didn't really think to do so until it was time to fight? The fight between Zoro and Mr. 1 also got me thinking... Ace might have been a really good opponent towards Mr. 1, too, as fire can melt steel. XD

Both nami and zoro won their fights on the opposite sides of the Mehdi Assembly Hall. Without having to show their locations on a map the audience knows that the two are near each other even after getting separated and Nami running around.
