They really got us with that misdirect with the rookie cop. That ending scene was frustrating but I understand the kid since Cheong Sin protected him, the kid wanted to do the same thing. Mayor Shin is an evil person behind a fake mask, greedy for power and even killing people to get his way is no surprising if he's the final boss.
