I think the Terminator special effects and CGI in this episode is comparable to what other TV shows could do with the technology of this time - it's better than stop-motion but not as good as a movie (also not as good as the CGI that TV shows today can do. You'll notice an improvement in the Terminator special effects when you get to Season 2, IMO.
