Becky makes it seem as if they were paying consensual subjects to participate in drug experiments, but irl, the subjects were often unwillingly administered psychoactive drugs. The main purpose, at least initially, was to find ways to "force" confession via psychological torture/manipulation. Many of these tests in the US actually began as continuations of Nazi and Imperial Japanese experiments from WWII. While not solely referring to intelligence agencies, take a look at Eisenhower's speech regarding the "military industrial complex."

I imagine that night was darker than what we're shown, but as the audience, we "need" to see what's going on. They do a few things to clue us on on how dark it must've been for them, despite the audience being able to see pretty clearly. Also, the times when realistic darkness is shown in films and shows, people often complain.
