Queen Otohime has a long kimono on and clearly doesn't have a bubble to move around on the air side. Therefore she has to use her feet to move around. We also know that Kokoro from Water Seven had feet to move around and when she entered water she could transform her feet into a tail. The reason why Otohime uses her feet instead of staying in her tail-form with a bubble is most likely because she can move easier while using her observation haki.
