I have a love-hate relationship with Garp. On one hand, he hates the higher-ups and isn't afraid to say what he thinks, but on the other hand he's willingly choosing to side with them. He's seen first-hand what kind of people the World Government/marines are- how they turn a blind eye to slavery and human trade, how they kill innocent people etc., yet he doesn't do a thing. He may openly hate them, but at the end of the day he still sides with them and obeys their orders. He also stood by and let all those pregnant women and babies get killed when he knew they were looking for Rouge/Ace. I love Garp as a character, but as a person I think he's incredibly flawed.
