The crisis for Toga is also about her desire to "become" the people she loves. With her quirk, she believes she fully becomes those people, and it's core to her understanding of herself, sad as that is. However, here she is not able to use Twice's quirk to do things that he could do with it (his doubles of Dabi and Shigaraki could use their quirks). She is facing the reality that she does not TRULY become the people she loves. She's able to imitate the way they look and some of the things they can do but she can't really become them, which challenges her entire perception of herself, her goals, and her power.
