I think you might have misunderstood Nagumo's interaction a bit. My understanding so far is that the group X started killing Hitmen around the same time the bounty on sakamoto was put up. so he's insinuating that X is out for Sakamoto and he will have to face them. the order is doing nothing to Sakamoto at the moment they are also targetting X.
