did you even pay attention to the show bro??? They aren't mercenaries lol. Their mission is very much in line with airbenders if you look up what philosophies and ideas airbenders are based in.

Mercenaries are more like give us money and we'll do the job which isn't at all what the airbenders are.

I don't know if that is confirmed anywhere, though. But seeing as she had just recruited some bandits outside the state, she had the resources to stage it.
