This situation is basically a 1 to 1 from the scene at the beginning were Shanks just got beaten by the mountain bandits but didn't really care since it wasn't worth a fight. He only fought when Luffy got cought and it's the same for Luffy most of the time, he only really fights when something he cares about is threatened. And since Luffy doesn't kill but shatter dreams, he just knew there was nothing to shatter with Bellamy
