i feel like during that arc luffy learns the most abt being the captain. Truly shows how much impact ViVi has on luffy and the way he acts as a leader.

Unfortunately their go to for fillers is often comedy via go-to stereotyped jokes of the characters e.g. Making Luffy act stupid/only care about food and nami be obsessed with money and zoro only wanting to drink etc, even if it actually doesn't make much sense for the character/relationships as they actually are in the manga. For example, at Loguetown, Luffy getting getting stuck in the execution platform and flinging himself across the city and randomly choosing to sleep etc all weren't in the manga, just included as a way to delay him making it there and they chose to do that by basically making him do things that make him come across as particularly stupid/incompetent. This wouldn't be so bad as a once off but it's done so consistently throughout that unfortunately the impression anime watchers end up with of him is that he's dumb/annoying/acts recklessly in a way he can't afford to (that last part is important). Its a shame and probably the one thing I think the anime really falls down on vs the manga; flattening their actually fairly deep/complex characters into the same jokes over and over, despite that not being what's in the manga. Don't get me wrong though, the anime does also have a lot to love in it that you won't get in the manga, like it adds a lot of truly iconic humour and honestly extra world and relationship building etc that you won't find in the manga, like some of the best content around the characters just being themselves together living on the ship/having fun etc are from the anime. So, I don't say this to put it down and say manga is the best and only way to enjoy or anything, I just wanted to acnowledge that you will find that the anime can sometimes over-do the repeating gags at the cost of their characters, and if you ever feel frustrated or done with the extent to which Luffy is being dumb or Nami is obsessed with money to the point it seems out of character etc, there's a good chance that it was added for humour in the anime so try not to pay it too much mind hehe.

I suppose you'll learn more about why he does things as you watch but looking back at this you'll have a better understanding and deeper appreciation for the type of character he is

All the arcs prior to reverse mountain are part of the East Blue saga, whereas reverse mountain and whiskey peak are the first two arcs of this current saga. Sometimes sagas have many arcs or just one arc (really depends on the length of the arc).
