He was able to notice the mages now that he was fully healed, and he purposely used stealth to see how many would use the "eye" spell and use that to see their locations as well. 2. The system didn't "intentionally" teleport him away. It was lucky that he didn't do the daily quest and got transferred to the penalty area as a result. Which you can say is still the system's doing, but as jinwoo said "it seems luck is also a skill".
