Only Shin can hear the voices of the dead, but through the RAID device, which can link sensory data, everyone who resonates with Shin can hear what he hears. Ideally the RAID device can link all senses, but using it can overload the brain so only hearing is linked. Sometimes even feelings and emotions are transmitted, depending on the sensitivity level. The Legions operating system is modeled after a human brain, but they don’t last, so they replace it with something similar, live human brains that don’t have a time limit. 86 don’t get proper burials because they are not humans in the eyes of the Republic. It’s basically a free for all for the Legion with all their bodies laying around. The Republic don’t know any of this because they wouldn’t listen to the 86 or read their reports even if they did tell them.

[WARNING] Super long texts below. Open at your own discretion. Just to pitch in and help clear some things up: The scene with the couple on the staircase was just to show Lena's innocence and her lack of experience in romantic relationships. The shadows of Shin and Lena were just her imagining the two being together. Ofc, she doesn't know what he looks like and it was more for the viewers that the shadow looked like Shin, I assume. Now onto the more important matters. Disclaimer: I wiki'd some parts, so hopefully it makes sense. There shouldn't be any spoilers as all of these should have been explained/hinted within the last 5 episodes. The Republic of San Magnolia's neighboring country, the Giadian Empire, declared war on the Republic using their autonomous army known as "Legion". After taking heavy losses, the Republic also developed a plan to start using autonomous units. So, in the battlefield, we had the "Legion" vs. the "Juggernauts/Processors", what we now know as the "Eighty-Six" (86). The "86" come from the Republic's 86th district, which is basically a concentration camp where people that were not of the Alba race were sent to soon after the Giadian Empire declared war. The Legion are an autonomous army that are believed to shutdown after 6-years since their initiation. Only inferring to the episodes that we've seen so far, we now know that the Legion's time limit is outdated info and that they have a solution for it. They use "Black-Sheeps", units with decayed/damaged brains that the Legion take from the battlefield to prolong their limit and strengthen their forces. They also have "White-sheeps", which all we know are that they are being replaced by the Black-sheeps (they are likely the original brains/AI that have been there since the start and have the 2-year remaining time limit). Lastly, there are "Shepards", commander units with undamaged brains that lead more powerful armies. We also now know that Shin can hear the Legion's voices, or the voices of the dead (voices from the "White-sheeps", "Black-sheeps", and "Shepards"). He says he believes he gained his ability from a near-death experience (though he says he "did" die). In episode 1, Annette explains that the Para-RAID can be used to share sensory data with the 86; specifically their sense of hearing, but also their sense of vision at the risk of burning out the brain. In the same episode, Lena's uncle explains that Shin has caused all of his handlers to retire, change units, or even commit suicide. It's clearly hinted at the start of EP1 that the handler shared senses with Shin and became one of the victims of the "reaper". You two seemed confused that the others in the Spear-Squadron also have the ability to hear the Legion, but they only hear them because they're connected to Shin's signal. Hope this helps! Because the Para Raid links and shares senses, Shin's ability to hear the Legion is broadcast through it to Lena. Now you know why Shin is the Reaper and always shoots his teammates, so the Legion can't take their brains and copy them to make "Black Sheep".

Shin's ability to hear the "ghosts" is the one kind of crazy sci-fi concept of the show. It's worth mentioning Shin's himself doesn't really know why he can hear the "ghosts" so there is a bit of conjecture mixed in with his explanation of how he is sure that the Legion will eventually win.

One last thing, now we know WHY Shin, shoots his wounded teammates in the head, to ruin the brain. Also in this episode one of the team members mentioned torching Kaie's mech, this is also so the body/brain would not be able to be used by the legion.

So explanation: The original Legion design of their intelligence is a copy of human's brain blueprint, and that is going to malfunction in 2 years time. White Sheep = an usual Legion AI machine, low intelligence. Black Sheep = because Legion understands they are going out soon so they came up with a solution, farm human brains on the battlefield and use them as sustainable resource. Though most of the brains they can get are badly damage. They still have higher intelligence than a usual Legion, not as good as human, but still means they are tougher enemies. Shepherd = very rarely the Legion can get an undamaged human brain to create human-like intelligence, it's their most valuable resource, they are used as the commanders in the army. Over time the number of Black Sheep is starting to takeover White Sheep, and because they are brains that were dying when they were taken, they only have their last moment dying thoughts. Legion has a sustainable resource of soldiers, and the Republic does not, so they are destined to lose the war. On the supernatural side of the show, some people in certain ethic groups hold powers. Shin is a mixed of "Onyx"(Jet-black) and "Pyrope"(Blood red), which can tell from his hair and eyes colours respectively (his brother has reversed features). "Onyx" are seen as warrior race, known for their combat abilities. "Pyrope" has some kind of psychometric ability. The psychometric ability of the "Pyrope" side of Shin surfaces after his nearly death, made him that he can hear the voice of dead brains. Basically all the ethic groups in the show associate with the characters' hair and eyes colours, you can tell their race by looking at these features.

You guys have mostly got it! One thing to clarify is that ONLY Shin can hear the voices — due to his near-death experience and things you will learn later. However, when people connect to him via the para-RAID, they can hear the voices too as the para-RAID uses advanced technology that is more than just communication — it connects feelings and emotions to a degree as well. It’s like talking to someone face to face instead of over the phone That also applies to the moment Lena walked in on the couple — she was embarrassed about the implications of how it made her feel and was worried shin might pick up on that. Love your discussions, you guys actually understand what’s going on pretty well and are picking up on so many things I missed even after watching this multiple times!

Lena's father died when she was 10 years old, and that's also the time when she met Shin's older brother, Rei (full name is Shourei Nouzen). As mentioned by Shin after the flashback, he died five years ago-- and since their current ages are 16 (Lena and Shin), it meant that Rei died a year after he met Lena. The Legions are scheduled to die out within two years, but these unmanned drones "learned" how to keep themselves growing by "copying"/scanning a human's brain. The Legion usually copies it before their target dies, hence most of the time the voices of the Black Sheep are usually the last words of the deceased.

Lena herself can't hear the Legion's voices. They briefly mentioned it in episode 1, but every Handler previously assigned to Shin's squad heard those voices, and then either quit, went crazy, or un-alived themselves. So Shin is the one who can hear the voices because of his near-death experience, and the others - Lena and also the rest of Spearhead squad - only hear them because they're connected to Shin with the para-raid devices :) Also, I do think Lena got flustered by those two people being flirty/making out because it happened while she was talking to Shin; she has a little crush on him, and basically did imagine them in that scenario 😂 Give yourselves some credit - you actually followed this plot twist rather well! To summarize a bit more, Shin told Lena that they will lose the war because of how they underestimate (and simply don't know enough about) the Legion. These "Black Sheep" are Legion that take the brains of 86 to update their own operating system - which is why we see Shin shooting any of his squad on the brink of death after a battle, to ensure their brains aren't usable! And while those brains collected are mostly rotted/injured and can only echo the final moments of whoever's brain they take - like Kaie's "Black Sheep" repeating her final words, her not wanting to die - Shin tells Lena there can be Legion who have found perfectly functioning brains and can act as "commanders"/Shepherds. He believes his brother's brain may be such a case. And with all these "updated" Legion drones, Shin says they've been replenishing their numbers just out of the Alba's detectable range. However, the population of 86 is quickly depleting, and only a handful of children are left to face off against this growing number of Legion. The Alba's racism is setting up their own future failure.
