To be fair, Goku beat Broly by using the energy of every Z-Fighter that couldn't ffight anymore. But I also believe that Kale was able to overpower Goku moreso due to rage. Remember, Goku was getting TOSSED by Black before, but when Zamasu mentioned the death of Chi-Chi and Goten, he gained enough power to overpower Black even just for a moment. So, what I think is after Kale got control over her rage, she couldn't access that same level of power because she wasn't angry enough.

I prefer that over the stupid tingly feeling on the back. The power scales in Super are a mess anyway. Kale shouldn't be able to land a finger on Goku ss2 much less on Blue. I know that form has an unlimited power increase but she took a kame to the chest after like 30 sec. How insanely quick are we to believe her power grows? Goku still managed to defeat Broly Z in super saiyan after he spent a whole movie powering up...

Also, the power jump they wouldve gotten turning into a fused being probably explains ssj3. I feel like super made a bit of a mockery of the transformation.
