In Bob’s defense, that is good advice for nightmares 99/100 times. Similar to season one however we are dealing with that .01 time. Also they kept him in the dark about it.

I remember as a kid just lollygagging in the backseat of my parents' car with my sister, unseatbelted without a care in the world. That eventually changed because the law changed, but I remember when not wearing a seatbelt was a thing.
