rereading the manga and since im rewatching her reactions, ill share a bit of info, the students of class b were in on Monoma's plan, however there were a few who didn't like the plan and those people were higher in the ranking for the relay race. its something thats shared only in the manga

Like Midoriya said after getting to know him better, he's not scary or mean, just earnest and serious about school. (And I mean, to be fair, if I heard someone constantly mumbling behind me from two-three rows away while trying to listen to the rules of an exam that could change the trajectory of my future and life, I'd probably get annoyed and call out the person too, but that's just me)
