It's just a weird historical quirk. It's still considered a "state" by the Articles of Confederation and the Constitution that followed them. It's just that the official name of the place is "the Commonwealth of Massachusetts" instead of, for example, "the State of New Hampshire". One of those things that only residents of Massachusetts, Pennsylvania, Virginia, or Kentucky know or care about. Pennsylvania even got it wrong on their own state seal!
