The WPA itself was liquidated in 1943...but construction activity continued apace, from the demands of administering World War II and the building space it required. (The Pentagon, built 1941-1942, was not a WPA project.) There were these ugly buildings on the National Mall in DC, thrown up during World War I, that should have been torn down right after, but, due to demand, lingered on until 1970...could Skin Horse's Annex One be one of these, or something similar, converted to their purposes?
