Regina doesn’t “regret” the things she’s done because she now has someone to love and who loves her in return. The only love she’s ever had was from her father and because of the choices she’s made she lost him and now she has a family even though it’s completly twisted they have each other. Keep watching I’m not going to give spoilers but it’s really hard. Remember everything makes sense as time goes on and the end nears.

IF YOU HURT PEOPLE YOU SHOULD FEEL BAD ABOUT IT. You're right, it's psychopath behavior, Regina doesn't care about anyone but herself.
