Are there more than 3 people who know Mon is a rebel? Why would she say only 3 to Tay? I mean we have to assume Luthen, Vel, Kleya have seen Mon talking rebel stuff. It would feel weird if Bail wasn’t on that list until later. Also I would assume Bail would have some attaché within ear shot who would probably know. Would it be possible that Mon wants to neuter certain overly violent rebels before she makes any grand plays of her own so as to keep the rebellion pure? Could Tay’s politics be distasteful so Mon enough that she wants to remove him from play?
