Wondrous item, artifact (requires attunement)
Hidden within the deepest recesses of the Phantasmagorical Planetaria lies a sphere of cosmic dust, at the center of which resides a tiny star. This enigmatic sphere is believed to be the raw material from which every single Stellar Armament is forged. This unstable artifact has only ever been drawn out once, during the climactic battle against the army of the Chaos Touched. In a moment of desperation, the 12th Stellar Watcher reached into the depths of the Phantasmagorical Planetaria and forcefully extracted the sphere. The incomplete stellar armaments then revealed an unexpected and formidable power. Despite its unstable nature, the artifact, now dubbed Nebula, could change its form at the user's will and replicate any power from the existing Stellar Armaments. This incredible versatility and unpredictable nature allowed Halley Moondust, the 12th Stellar Watcher, to rise from the brink of defeat and single-handedly turn the tide of battle, mowing down enemies with the ever-changing armament. Because of that, to this day, she is depicted as a woman with 13 arms, each wielding a different weapon.

The Nebula has 10 charges and regains 1d6+2 expended charges daily at midnight.
Formless Stars. As a bonus action, you can spend a charge to command the cosmic dust to change its form. The Nebula has the unique ability to adapt its form based on the innate feature chosen from any existing Stellar Armament. This feature does not require any charges and is found in the first paragraph of every Stellar Armament's description. The chosen innate feature determines the type of item the Nebula will form: a weapon, armor, or another wondrous item. You decide the specific form of the weapon, armor, or wondrous item, and it must be something you are proficient with. The form remains for 1 hour or until you use a bonus action to change it to a different form or turn it back into a cloud of cosmic dust.
Cosmic Echo. When the Formless Stars effect is active, you can spend a charge to copy up to two active features from any existing Stellar Armament. Each feature must come from a different Stellar Armament. These features require charges to activate and are typically found in the subsequent paragraphs of each Stellar Armament's description. As an action, you can spend a charge to change up to two active features that you choose to a different one.

Example and Exception
For example, you can use the Formless Stars feature to copy the innate feature of the 7th Constellation - Grand Cross which allows you to deal an extra 2d6 radiant damage on a hit and see and interact with any creature in the ethereal plane. You can make it a Halberd instead of a greatsword. In addition, with Cosmic Echo you can copy Gravitational Crush from the 8th Constellation and Nova Burst from the 12th Constellation.
