Maybe you don't quite unterstand Sevika's personality and view her as a traitor (which I understand, but it's not completely true). Sevika is not loyal to people but 100% loyal to the cause. Vander was a self-appointed leader which was fine for Sevika until he cooperated with the Enforcers. So she told him exactly right to his face what her problem is with him and then left (I don't agree how she supported Silco to get rid of him but she didn't "betray" him in the definition of the word). Then she didn't help Finn because he's just after his money which Sevika gives zero fucks about. She doesn't cares about power either. She's completely fine being the right hand and carrying out orders and helping the cause. I'm also pretty sure she never wanted or wants that kind of power, that is pretty clear from her words to Finn previously about him going after her ego. So she didn't spare Silco necessarily out of loyalty but in her mind he's still a better alternative than Finn, as long as he gets his shit together ("not for a worm like him, but he won't be the last"). She made that scene to give Finn a sense of security while simultaneously sending Silco a scare and a message.
