I thought you'd probably like this episode, especially given the "Quantum Leap" feel to it. As for the antagonist, he's just plain racist and that's his motivation. They didn't really explain it very well but he's essentially going through time trying to stop pivotal moments that led to racial equality so that the future, his present, can still be segregated in his favor. The reason the Tardis took them there was because it detected the Artron energy (which is what the Tardis is made of). Not sure if you caught the reference, but the Doctor asked him about his time in Stormcage. That's the same prison facility River was in.
