The hell he put LEGAL immigrants through - to say nothing of undocumented immigrants and DREAMers - is really underappreciated by those who don't deal with immigration directly. Opposition to legal administration was not a mainstream GOP position before Trump, and not only was he against it, but Miller really bent the federal bureaucracy to depress immigration of every kind without any new legislation being passed.
