Robert Lee Hale stuff is very interesting. Makes me wonder, though---seems entirely possible that Matt arrived at a lot of these positions without reading much about Henry George / Georgist thought at all. Which is totally fine, but interesting insofar as there's so much overlap. E.g. violence vouchers for exclusive land use. Georgists would probably agree with most of that, but they mostly think about land as the product of no one's labor, hence out of fairness requiring the land "owner" to pay the state (via land value taxation) for the right for exclusive use (ie, for the right to infringe on everyone else's liberty).
